Chile Shipment Alleged Fraud Committed by Ronald Rutman

  • Around November 2005 Mr. Rutman sold 307,368 Units of hair accessories to Jorge Englander in Chile  at  US $0.10 each total $  US $ 37,736.00 plus US $ 4,000.00  Freight per container ( two containers were involved )  for a  Total $ 38,736.00
  • To avoid paying Chilean import duty  the invoice was falsified  to $ 0.02 each to a total of $ 6,147.36 plus $ 8,000.00 freight to a total of $ 14,147.36
  • The difference of $ 24,588.64 was paid in cash
  • To claim Canada Duty Draw back ( which Canada Customs refunds  on all export )  the invoice presented to Canada customs was upped to $ 0.22 each to a total of $ 75,620.96  to maximize the duty draw back
  • After receiving the duty draw back the invoice was revised again on the books and records to the correct amount $ 0.02 each
  • According to Canada customs , you are entitle to duty draw back based on the true price you exported and recorded on the invoices
